Command Climate

Among military officers the idea of "command climate" refers to the atmosphere established by the commander. It is not uncommon for officers to be relieved because they established a command climate in which misbehavior is tolerated or even tacitly encouraged. Upon reading this news story, one cannot help but wonder about the command climate established by Major General Geoffrey Miller while he commanded the exterterritorial prison at Guantanamo Bay. Miller went on to take over Abu Ghraib in Baghdad.
