Lucian Truscott paints a grim picture of the climate in the officer corps of the Army, but from my recent conversations he seems to have it spot on. Young officers are leaving as fast as they can find the door. In response, the Army is pushing the Officer Candidate School to train officers in six months, but this savages the ranks of the non-commissioned officers (the sergeants), which leads to a general depletion of boots-on-the-ground leadership. This is part of the looming military manpower disaster that I have discussed here from time to time.
As I have noted, manpower problems are a major structural constraint on the US in Iraq, and around the globe.
