It should be recalled, as you read this review, that as Secretary of Defense Caspar Weinberger insisted on the careful not reckless use of U.S. military power. Here he is warning about a different recklessness--with fundamental liberties in the U.S. You may presume that Weinberger did not write this book to make a few bucks.
