Of course, it bears repeating that this money is Palestinian money that is merely collected by Israel. Moreover, the collection process allows Israel to deduct payments for services such as water and electricity. What remains to be finessed is how the payments will be made once a Hamas government is formed, but it is only a problem of diplomatic ingenuity because all sides recognize that there is no interest in even further impoverishment of the Palestinians.
