The new wrinkle is the possibility of a regional conference, which is apparently being promoted by France, Egypt and Saudi Arabia.
The parliament is scheduled to convene on September 25th. The key question is whether there will be two-thirds quorum and for that to happen there has to be preparatory dialogue, which the U.S. has tried to block.
