Hamas may be the local authority in Gaza, but the strip is still effectively under Israeli occupation, notwithstanding the useful fiction of withdrawal. Israel's collective punishment of the Gazans, a transparent violation of international law, including the responsibilities of an occupying power, may now get a bit more attention thanks to the open fence at Rafah.
