Foreign Policy: Interview with Khaled Meshaal, head of Hamas

This is a condensed version of an interview conducted by Helena Cobban in Damascus. She reports that a longer version of the interview will be released in about two weeks. This version is noteworthy for the reiteration of offer of a hudna (or truce) with Israel; however, terms of reference are unspecified except that it would follow an Israeli withdrawal "from Palestine"and when Israel respects Paletinian rights. What is Palestine in this context? What does respecting Palestinian rights imply? And, given the likelihood that a two-state solution would probably leave some Israeli settlements intact (after land swaps), is the withdrawal from Palestine that Meshaal insists upon unlikely to be attained.
