The full report runs almost three hundred pages, while "regretting" loss of life the report validates Israel's blockade of Gaza, which it argues does not constitute collective punishment of Gaza. Of course, the blockade is an ingredient in a broader policy that aims to isolate Gaza, incapacitate the Gazan economy, and discredit and disable the Hamas leadership. The report does not address that broader policy, of which the blockade is only a part.
