The hitherto-confidential advice given to the prime minister by Lord Goldsmith, the attorney-general, was leaked to a TV news show and a newspaper.
The Conservative opposition seized on the revelation, arguing that Lord Goldsmith's secret advice , delivered on March 7 2003, showed Mr Blair had been guilty of a �gross deception� of parliament and the public."
