People who "work" this issue everyday in Washington note that Rice is the "owner" of this belated venture in Israeli-Arab peacemaking, not George W. Bush. Until the president asserts ownership, don't expect the Annapolis meeting, notionally scheduled for late November (but likely to be shifted to December) to do accomplish much beyond pro forma declarations.
