Time has been friendly to the Bush adminstration, and they pull some punches here (especially on Iraq), but the burden of this essay is to show how the invasion of Iraq has shrunk U.S. foreign policy options to the extent that the adminstration frequently lacks any alternatives save rhetoric and multilateralism (which the Bushies previously disdained with glee).
